All the information you want is on the internet, free, just laid out waiting for you to read it. ...most of which is filled with people trying to sell you something, some of which is coming from people who barely know what they are talking about. I have no idea where you'll find that. My suggestion would be to read general information & incrementally make an index of everything you don't know. Pay careful attention (when building your to-learn index) to link building METHODS, ie forum posting, blog posting, article posting, etc. You should also be sure to experiment with each method, even if you don't plan to use it. Anything using any automation(scripts) is almost always black hat which will probably get you slapped out of the SERP's, along with many of the experts that use it. I'd say to be moderately proficient won't take long; a few months spending 10-20 hours a week at it. (There are whole career specialties in the link building field). When I post on DP I usually get varied results, some excellent responses, but a lot of people who just don't know the topic well too.
The complete A to Z course on link building may exist but by the time it is written it will be the product of one authors opinions and the landscape is changing so I don't recommend it. I don't know if you can learn the A to Z of link building as it is ongoing and you need to learn the A to Z of on page SEO, the A to Z of Blogging, .......... Clearly I am no expert but I have been online for nine years and learning it is a part of it, doing it is another part and modifying what you are doing is yet again something else to learn. I have had the most success by reading DP, asking questions (often stupid ones) following links and reading some more, rinse, lather, repeat.......
