I agree with the one in W3school, they have comprehensive and detailed discussion about HTML and CSS. Many examples, too, and step-by-step process. I've learned about HTML and CSS first by trying it out with few readings about the basics (the codes). Then, browse sites that offer visual tutorials. Now, I'm not really an expert, I'm just a sophomore.

I highly recommend http://www.tizag.com/ Tizag Tutorials for Newbies!

The interface is a little dull but the lessons are top class, well presented in a friendly, easy to understand style.

They also inform you of the latest trends and standards, so you don't run the risk of wasting time learning dated technology. Skills you will always use, HTML, CSS, PHP, Javascript, etc.

I read some books to understand HTML. There are some good resources online.
CSS seems more complicated for me. Even after reading... I still don't understand a lot of things. For this one it is best to ask someone who understands it well... maybe he or she can do a demo for you.

CSS is easy imo. First I thought it's very hard to understand but when you actually study it it's very easy. My advise to you is to get a video tutorial from lynda.com or if ytou want free one go to w3school. Also a good way to get familiarize with css if you're a beginner is to get some website template and play the css on that file and it will do the magic.
