Let's say I want to rank in some micro-medium niche, where backlink count to competitors varies from 30-300 backlinks (various related, unreleted, site-wide, sponsor links and so on). How to make good indication what kind of link building I need: How many comments, web 2.0 properties(hubpages...,), articles on ezines I need? How many links must to go to 1st tier backlinks? How you check the process?
I agree. I have an experiment and found out that most of the #1 in Rank in Google are made of only few links. For example, a site with 5000 backlinks is Ranked #2 in Google australia while the #1 Rank is composed of only only 50 backlinks or just 10% of the #2 site. After a deeper study, I found out that the #1 site has 40% back links from apple. This is what you mean by Quality over quantity.

One page PR5, couple of PR4 some doesn't have PR. How you evaluate your competition backlinks? How You will try to count your manual backlinks which possibly will make desired results? Can you make a point how you would make your link building process timeline (let's say if you build 200 links and you are not in top5, what to do then)?

No one can say exactly this much of back-link will give result pr 5. you have build backlink in pagerank high . try to get link in .gov and .edu site. you have to get link related to your website.
There are no strict rules of backlinking and no-one can give you an universal algorithm on how your linkbuilding campaign should evolve. There are a lot of variables and that's why SEO is not a science but part art part instinct. The most you can do is try to replicate the number and quality of competitor's backlinks. If they have for example a PR4 link and a 2 PR3 links coming from related sites you can try to get more and better links: let's 2 PR4 from related sites and one PR5 from unrelated. Your plan should be based on your experience(which is built in time), instinct and thee amount of work you are prepared to do.
