Be careful with link excanging. Relevant or not it may look to Google as you're trying to inflate PR.
Make the links look natural. Reciprocal links are not natural.
If you have at least 2 websites(call them A and B) it's wise to get a link to A and give back a link from B.

It is not just how often you update, it is also about what actually you are writing about.

Google's algorithm discriminates between different types of content.

It can actually make out what type of search words/phrases are looking for fresh information.

For example, if one searches for "Colgate Toothpaste" today, majority of results on the first page, are pointing to news items of the recent Colgate toothpaste recall controversy. However if you would do the same thing one or two months down the line, the recall pages would have vanished from the top results.

In this case, Google is giving more weight to a recent event than established information on Colgate.

So how would that affect your site?

Well, if you write an article about "Mobile Messaging Service" it may take a bit longer to be cached and appear in SERPs, than an article on a recently released mobile phone (for which many users are searching).

I have observed that on my stock market blog, an article on a recent event (e.g. a new stock listing) gets cached in 6-12 hours, but a general stock market article takes 2-3 days to get cached.

That's because when a event like a stock listing takes place, lots of users are looking for fresh information(the search volume jumps) and thus Google gives preference to content related to the subject for caching and in SERPs.

My Suggestion is if you can post your article on to the digg or Del.icio.us.. it will bring the traffic and moreover, once you are getting traffic it will be indexed easily. Its good and productive way.

Get backlinks from goood quality strong sites, ADD RSS, Submit to directories & also buy some sitewide links (if interested pm me i can sell u PR3 sitewide) & once ur link gets stronger on google servers u will be visited by bots on a daily basis... & main thing u should not lose interest in updating things.....
    (edit)
one more thing important is to digg it & social bookmarking & also reviews....

Publish more content , submit your sitemap.xml periodically.
PR is related to quality and qunatity of backlinks, so what i recommened you to do is to comment in blogs related to your niche.
