Well one option would be to buy a site that is already beginning to be successful if you happen to find a good deal. Leave a little bit of money left over from the purchase price so that you can promote it (and host it, if you don't already have hosting).

I would buy an established site that looks promising with a little marketing and advertising. Buy, flip and sell is a quick way to make a return.
Another idea would be to post in the sites section saying that your looking for a site and seewhat people offer Dont say you budget tho just put low xxx as people will price there site at the top of the budget if you tell them what it is Thanks
For that budget, you could launch a blog post campaign virtually guaranteed to lift your site to the top of the SERPs. I've seen several page #1 results from my campaign on 1/10th of that. PM me if you want help setting something like this up.
The best investments would be in promoting your website. $300 is a good sum and I personally feel you could get huge benefits from them.
