You can only request adsense account once. If you are banned try to use other address but make sure you have a supporting document that can prove that you are really living on that location.
Why were you banned the first time? I would try to get unbanned first. You should make sure you have a legit account before you go signing up for financial related services. You don't want them to catch you making more accounts, and then have your site grind to a halt. Contact google and see what's up.
