It's hard to imagine that this is a difficult project and there are already websites and apps that do this. Have you looked, for instance, to see if there is a WordPress plugin. Using an existing cms would be ideal because they come with multilingual support, security etc built in. What is your previous experience building websites - do you need something like wix to handhold you or are you ok doing a bit of coding?
