First of all, you need a server environment + PHP + database.

    I suggest you try XAMPP

    http://www.apachefriends.org/en/xampp.html
    Code (markup):
Install it and set it up correctly (guides should be on the website)

Everything running (Server, PHP and database)?

If yes - you can install Joomla.

Just go to your htdocs (read the guides!!!), create a new folder for joomla, copy joomla into that folder. Now navigate to that folder via your browser - > installation should start

I installed xampp on Windows 7 a couples of years ago and now I am going to install the joomla. I must read some manuals and tutorials how to use and set it up and then to build my own website.

Joomla is nothing doing with Windows. It depends to php and mysql environment if it works in it its ok. Joomla works in this environment.
