How to insert a picture into excel cell ?? (any languages, better be free)

Hi everybody, I am fresh to here, very nice to meet u all.

I would like to ask how to insert a picture into excel cell with coding.
Also, after inserting the picture, it could be stored in the created excel file(not as link to other places).

I am using PHP with some javascripts. When a button is clicked, an excel file with data inserted is generated. But I don't know how to insert a picture and save it inside the excel file.

Its impossible to store a picture in Excel. Excel is only text based

 

But when we are using excel, picture can be inserted and stored too. I just want to do the same thing. >.<
