    If you are targeting on a specific area/language, then you want to seek a hosting service on the same area. MSN puts (ridiculously) large weight on server location.

    I think you should focus on Google which in turns will you provide a high traffic than MSN or Yahoo.

    You can increase ranking by getting back links. So you have to create as many back links you can with the forum posting, article submission, blog posting and many more off page techniques.So try these techniques.
