Dont run for PR just get quality back links and increase your instances it will help you to get ranking and PR also.
your site gets PR based on how many site with PR links to you. if high PR sites link to you, then you get high page rank. so the idea is to get backlinks from high PR sites. one important thing to remember that when you get backlinks from high PR site, make sure those sites are related to your niche. that will help you 2 ways: one, you will get high PR and second, you will get higher SE ranking also because of links from related sites
