quality score depends on a lot of factors in order to attain it high you need to maintain a standard adwords account and should try split testing by running ads in 2 modes 1. normal mode with not adwords displayed in search,search partners,display (play with cpc here) 2 , experimental mode its in google dashboard
If you have just setup your Ad Group, It might take a little time to get the real Quality Score I guess.

From what I've learned you have to pretty much set up a site that has content. Also privacy policy, sitemap, disclaimer, content and all that stuff. Somewhere in there you can have a sales link. It's a bother really but if you do it right you can get some nice rates per click and more visitors.
