How to increase PR?

Hello,
I do not have much knowledge in SEO, But I do have a forum, which is specially made for Indian Students, it is a youth community. I want to increase visitors and PR of my page. Can anybody please suggest me some easy way to do that? I mean what should I have to do exactly for increasing Visitors in my forum and also increasing PR of my forum. Also this is a very new forum. Not very old.

I'd do the following and perhaps some more...

1.steady slow link building: including acquiring a few links in major directories (Ezilon, Yahoo etc. - if you are willing to invest), lots of commenting on pages and in community "nests" (this forum is also ideal for that)
2.gather a group of friends and chit-chat with each other, so that you create a buzz - you need at least several members for the beginning, otherwise everyone will come in alone, look around and see that there aren't enough members to discuss with... so you need to have some people discussing at the beginning and replying to anyone new addressing questions
3.set up a Facebook fan page
4.use BuySellAds, Google AdWords, possibly even other PPC networks - all paid advertising to attract the attention, build brand awareness... it might cost some money, but you might be able to attract fans
5.advertise your forum on other forums
6.advertise your forum in SEO/IM site newsletters
7.make/buy blog posts, announcements
