Links from high PR sites = high PR Simple as that really. Don't expect high PR to translate into good rankings though.
Offer something interesting on your website and people will automatically link to your site. This way you'll get links which will boost your PR, and you wouldn't have to do link building separately.
As stated above,get good backlinks from site with HIGH pr.Also remember that when submitting to directories,will only give you high PR,if the page that your site get's listed on has a High PR.Also if your site is an authority on something,poeple will link to you,and in turn increase your backlinks and PR.
Everyone talks about good contect, let's clarify a little: Having good, unique/non-copied content is definately a plus but when you surround that content by ads the effect of the good content will be undone. Most people use ads/sponsors on their sites, which you off course are free to do, but keep it to a bare, extremely bare minimum. For example, all sites submitted to my directory containng more then 1/2 adblocks, depending on the amount of content, get rejected. The visitor wants content, you want them to click on your ads. Try to find some balance, but never, ever overdo the adpart. When in doub't whether you have too much space reserved for ads, delete em. Another thing about the cleanliness, always use tags all browsers can understand, for example, frontpage uses a lot of ie-only tags. In other words: you're a happy ff or opera user, visit the site you made: et voila, the content is totally messed up. Try www.w3c.org ->validator. To check your sourcecode for tags not all browsers might understand. There's a lot more to say, but this post has gotten too long allready One final word: getting pr doesn't take that long, google updates backlinks and pr every 3months or so. When your site gets linked by others just before a prupdate, you might be lucky and get some pr in a few days. When unlucky, like now, just after a prupdate has taken place, you need to wait a while. Some sites link (back) to you, but use the nofollow attribute. Ie. searche ngines will not follow the link fom their to your site. ie. the site will not be counted as a backlink and no pr will be transferred to you.
Read the question again. Your answers have nothing to do with PR. If you write an article and submit them they end up on new pages which have no PR. They end up on a massive article site which has to spread a little bit of PR amongst thousands of articles. It will do SFA for your own PR. To answer the OP's question, the only way to increase your PR outside link building is to build links to pages that link to you so they get a higher PR which will be transfered on to you again. In the end, it's all about links.

Gaining PR can be achieved from links only. If you have an already existing website, you can optimize it for some niche targetted keywords which get you some steady traffic regularly. People will come to your site and find what ever they were looking for. So they might link back to it, using those and related keywords to some of your inner pages and also the home page. This can steadily improve your rankings on the search engines, as well as help improve PR.
