Lots of high quality backlinks will easily make your site move up to a 1. Once you get to about 4, then it's much harder to move up.

Well 1 week to increase pr is not really correct atually its depen on when google will update thier pr listing.

Website with static content usually hard to gain a high pr. You need to update you page constantly OR get a lots of traffic to your static page. Well nowdays less web is using static html page.

Once you get at least 1 domain pr2 or pr3 you can use it to farm pr for another domain you have by using backlink. At 1st I have pr 3 on .co.cc domain then I use it to get my .net and .com get at least pr2 on 1st google update.

Another things to look out is topsites. You should add your site to an appropiate topsites. This will also help you gain ore backlink as well as traffic. (look for ahigh pr topsites ^^ and make sure you get listed on fron page).
