    first,you will have to submit your website to popular and important search engines as well as Dmoz directory and also will have to submit quality back links of your website and also ping your site to all search engines.

    page rank only depends on your website popularity, not on the number of backlinks that point to it
    So if you want to get a higher page rank you only need backlinks as natural as possible from popular sources (the best are .edu but... difficult to get)
    bookmarks and social media could help your page rank growing
