PR can be increase by getting high quality backlinks to your site. But the question is why do want to increase your PR I mean you didn't ask about increasing rankings PR has nothing to do with traffic.
Or, as I found with one of my sites, do absolutely nothing ... NOTHING ... and *boom* you've got PR 3. WTF????

Let me share with you the thing i understand from this PR update. I got PR2 for one of my entertaining site (music download) where i post hardly 10 posts a month. Then how i secured PR2 position? I don't comment over any my niche blogs, i don't guest post, i don't promote my site over forums (see i'm not naming my site here). The only thing i do is, i promote it on FB - people share and i get 30 to 45 shares for one post. FB is and the visitors i get are the reason behind my PR2 story. On page optimization has nothing to do with the PR of a site. It is also not dependent on the navigation of a site.
You aquire PR (page rank) simply from another page with PR linking to you. It has nothing to do with traffic, ranking or content. While it's not dependent on the user friendliness of the navigation, navigation itself can still affect page rank. Any dofollow link on your site passes page rank to the page being linked to. So if an inner page is a page rank 3, because it's being linked to from external sites (with PR), linking back to the homepage will pass PR to it.
Yes I know that a link passes link juice to the linked pages but what I am saying is that navigation has nothing to do directly with the PR of that same page.
