    is that possible that (Blogspot) domain has a page rank ?

    and if yes what is first step ?

    You need unique quality content and get lots of quality backlink form site and blogs that are relevant your blog.

    hey Why not?!! Most of the blogspot's have PR :) get some high pr dofollow backlinks to your site.

    Create strong, High PR backlinks (if .edu and .gov, even better) and wait for Google Update, which doesn't seem to be happen lately as It's been over 6 months and no major update yet.

    Ya, sure... blogspot domain have possibilities to get PR. I've seen many blogspot account that has good PR, even it can reach PR5
