    Are you certain about the "relevant" part. I know the link must be relevant for serps, but for PR (only) I believe inbound links is 100% of what Google uses to arrive and the PR number.

    Get tons of links. Non relevant links also would help you to gain PR. But it's not as helpful in terms of search engine ranking as relavent back links.

    More links... pagerank has always been about links (relevant or not). Probably shouldn't be focusing to much attention on that though, just build relevant backlinks regardless of PR.

    Relevant links count, but you should be concerned about them if you want better SERPs.. they dont matter a lot when you just want a high PR!
