    if by "link partners" you mean link exchange, that won't help your page rank. google tends to discard any reciprocal links.

    If you wish to get link partner you need to know which website content is related to your website. Because if you get those website backlink or link back from a site that high PR and target the same keywords with you will make your site look more quality .
    If focus of PR , the best is content which is a king and main concern effect toward your PR . Make sure your content is not spamy, not over optimize, quality and unique and interact more with social media.
