    I do both SEO, Onsite & Offsite SEO but the page rank is 0

    To increase your PR, you need good links from websites with PR.
    Also you will have to wait for a PR update! It was just a few months ago, so I don't know when it will be again ?!

    Maybe you are not doing the off page optimization well. To rank high on Google you need quality and relevant backlinks. You can get backlinks through forum posting, blog commenting, social media and bookmarking.

    You can start by building inbound links to your site through article directories or purchasing links on higher page ranking websites relevant to your content.

    You can do a million things but you won't see an update on your page rank until the next PR update. Google doesn't give out specific dates on when.

    Takes time. What you do today providing it is good white hat can take some time to benefit your site and actually notice. Give it time. Keep doing legit quality stuff, and give it time to pay off. If it is not paying off it is either poor quality or not so google friendly.
