    Well, if you post tutorials in your blog, then I would suggest submitting them to http://www.newtuts.com. That way, you will get more links and visitors.

    download fastblogfinder, and find blogs that have the do-follow enabled, if you want to be cheap then visit the do-follow diver, just google it, hope that helps :)

    DP has a lot of great information on how to increase your blog's PR. Also check out the blog SEOmoz.com, it has a lot of information. Also remember that it is not all about pagerank as there are many other factors in ranking high such as page trust which is becoming almost just as relevant in search rankings.

    Get lots of backlinks, especially from sites that have the same niche as you.

    No it's not mostly meaningless, but it isn't everything either. If your doing the right thing, your PR will go up on its own.

    Do you have an RSS feed for the blog? If not you should. Submit the feed to RSS directories and search engines that will help with backlinks.
    Also write content worth linking to.

    In order to create PageRank you need to increase the number of links coming into your blog. Use social bookmarking and comment on related blogs to increase the number of incoming links.
