Size without losing its quality can be changed only if it is in vector format. But you can use "sharp tool" to make it better
I don't mean to sound like a dick, but I can't see any possible reason why someone would want to increase file size without increasing the canvas size.
hahahahahah but yeah, baranmod is right unless its a vector or smart object you cant just go increasing the size without losing quality... best thing to do would be to recreate it at the size you are needing it.
Start on the right foot. Open a blank document in MS Publisher. Prepare to insert your image by clicking INSERT on the menu, then PICTURE, and likely FROM FILE...Get the picture. Locate the image you want to use and insert it onto the blank page in Publisher.
