I believe that's not what he's looking for! This increase the website's backlinks so he can improve his page rank.. He's talking about indexed pages, I'd recommend you to install a sitemap to make search engines spiders mission easiest as they crawl your pages quickly!
I think, you should find trust back link as many as possible. Trust links from Digg and some other related sites.
Its normal that google didn't show all the backclinks of your website for security purposes, to have more result shows in google you have to build your backlinks to websites that are favorite by google robots which are Social Bookmarking, Social Networking and Forum sites.
Digg has the nofollow feature so it's useless as a backlink, but could be useful if you reach the frontpage; there many bloggers might link to you
do link building strategical forum posting for popular and PR site do follow blog commenting social bookmarking article submission (not much result) press release
Google considers Relevant back links only, Try to build back links which match with your website niche.
Google count only quality backlinks so it is some tuff to increase Google backlinks. Due to this we should get back links on related and high page rank sites so Google count fast our backlinks.

Check the actual number of backlinks in Yahoo or Google Webmaster Tools. Most of the times Google doesn't show all links.
Google doesn't show all links but there are loads of link checking tools online. You could try something like Advanced Link Manager which shows verified and unverified links to give a much clearer idea of where you're at with your link building campaign. You can then use this data to check the links and see if they are from relevant sources. It's also worth doing this for your competitors - do they have links from relevant sources that you dont have? can you approach those same sites?
Your best bet for automated hands-free-do-it-once-and-forget-it link building is link baiting with tools, content and free downloads. You'll work for the first month or so to get enough people to the bait, then they'll do the work for you. SEObook has some good ideas on his site. I like the do-it-once-then-forget-it strategies better than this never-ending daily link building grind - unless you have the money already for a full time outsourced professional link builder. But then, you probably wouldn't be asking...
