Depending on your fanpage's niche, you can find other pages in the same niche. Then, send a message to the page's owner asking if he or she will help you out with a little reciprocal promotion. You promote his page on yours, and he on his. I was lucky to find someone on fiverr who offered to promote niche-specific products on his fanpage to his 1,500 followers. Other method to increased fan in your fanpage is by organized some contest that can increased more fan into your fanpage. just organized some simple contest such as best picture contest.
I don't think there is any tool you can use to increase your Fans. This is continuous effort. You have to active to your fanpage first, create the wwooo~ in your fans page.
