I don't think you should use twiends. Fans from sites like this are mostly not really interested in your page.
To increase facebook likes there is a site known as twiends where u first create an account and in the facebook settings u can add your fan pages.Then u must attain points by liking others pages.
Announce you are going to write up a free tip related to your page every single day for a month, or a year, and then DO it. I saw someone do that on Facebook and his followers went through the roof. Mind you he did nearly go mad trying to think of the tips. In the end he published them as a little book on Lulu and made some more cash out of them... Not a bad little initiative really.

I think you need to look for exchange forums where you can exchange likes to get your numbers up too. In fact I think I will give that a try.
