Ah, I know what you mean. I had the same frustration - submitted to a ton of directories and only about 20% of them responded! But I still submit to directories, though only to the ones in Directories>Solicitations & Announcements. I often get quick responses and +90% acceptance rate Thank you to all you DP directory owners out there
On blogs, the magic word is "quality content". You can also work for them, find neighbour blogs and mail/contact them about sitewide exchanging.

I personally found that the way to increase backlinks is to constantly update content that people need. If you offer quality content you will start to recieve backlinks from other webmasters.
Find guys that specialize in your field and have blogs, and post on their blogs regularly. Find out what it is they are interested in, and fill you website with that type of content, so that you could offer to exchange links, or even have them link to you.
Well i think we must need some more proffessional advice from some senior member.. (though some are here)... however need to work out for the best. I thanks you all for making this thread a learning to make the curve in a positive trend. More Suggestions and feedbacks are welcome, i will try to update if there is going to be increase in my backlinks after following up the suggestions.
Are you any good in designing? The best link building strategy I have seen have been to tweak a wordpress k2 theme and add your signature, release it for free. Have you tried that? Tweaking a theme is not too difficult. Check this out.

You could also add a "link to us" page, with a brief description of how it would help your site. Loyal site goers will add a link to your site on theirs/ their myspace/blog etc. A very simple thing, that many people overlook
Note that big sites - wikipedia, myspace, blogs based on wordpress/blogger etc... have no-follow tags for all external links so this won't help you gain google backlinks and PR, but it may bring in traffic.
