I would like to know how to improve backlinks for my websites?? If there any effect on getting good rank in search engines and PR ?? If any one has ideas about getting free backlinks for websites with out nofollow tags than please let me know..

Best way to know do follow or no follow is go to view source page and type nofollow in search if you find it the blog will be nofollow if not then it is dofollow.
If you are using opera browser, open the blog and right click on your mouse. go to sources. you will see the sourse codes. now search for nofollow. If you do not find any nofollow, the site is do follow site.

so , i agree the view of ALEK, best way to know whether its is dofollow or notfollow is go to view source code , if there is not the attribute value "nofollow" in its source code ,then it is dofolollow .
Try To getting backlink from relevant site. doing forum posting, blog comment posting, blog posting, Article Submission, Social bookmarking.
You can try with link building using web directories and article directories, you can exchange links with other websites / blogs, try putting links in forums signatures and when commenting on blogs. You can also put links on your social network profiles (like myspace, facebook etc.) also it's a good idea to use social bookmarking sites (digg, stumble upon ...) and don't forget to use squidoo
