    Link to other blogs by commenting on them. Of course, they need to be related and relevant with your blog.
    Also use social media sites and other social networking site in promoting your blog. It takes sometime before your blog gets the benefits of it.

    ON page are really important to get the alexa and Google PR. but initially to increase the SERP you have to do high quality link building. that means off page. that's the only way to get the high PR.
    and my suggesting is that don't become so much fast in case of online marketing.

    First of all you do on page SEO after that you do off page SEO like 1. High PR directory submission 2. Article submission 3. Blog Posting 4. Social Bookmarking 5. Blog commenting 6. Classified ads 7. Press release submission etc.

    You have to do better SEO or Link Building for your website, then its really increases the his PR.
