alexa rank is based on traffic so if you want to improve your alexa ranking then you should improve your traffic. Theres lot of suggestion about how to increased your traffic here, just google it

there is no seo tools to fake the alexa ranking. Its bad that "toolbar visitors" have big percent of the ranking.

The company's ranking system is based on the level of traffic received by a website, where the visitors are measured only if they have an Alexa toolbar installed. While there are many millions of Alexa toolbar users, this does only represent a relatively small part of the entire Internet world of course and thus many would question the credibility of the readings obtained.
Install their toolbar and set your website as your homepage. Thats the only way to send data to their servers.
The best way to improve alexa rank is to drive quality and returning traffic to your website, the results would automatically get reflected in Alexa. Though there are certain methods of manipulating Alexa ranks but they aren't recommended.
It is only a traffic metric. Just send traffic to your site. Write engaging articles, put them on ezine articles and drive traffic to your site. The more traffic the better the alexa ranking. When you're visitors arrive you could also use email marketing to capture details and drive people back to your site when you add a new page or blog post etc. Personally I don't use the alexa ranking to measure anything for sites I work on. If it's sites I plan to sell then a decent alexa rating is an advantage to use for flipping it. I'm assuming that's why you want to better it. Otherwise it's not worth focusing on. Just go by your site analytics to get an overview of how your traffic is doing.

So many sites with high PR has low alexa ranking. I have seen sites with low PR having better alexa ranking. so PR is not everything.
