You can use "All in One SEO" plugin for implementation of meta tags on word press blog.. There are some other plugins are also available for seo.i.e xml site map generator, google analytics plugin

I agree for wordpress that All-in-One SEO Pack plugin is the defacto standard for managing SEO related HTML elements. Picking an SEO friendly theme can also help. Thesis is a very good SEO friendly theme. Blogger... I don't know. I never mess around w/ free hosted anything.
