How to identify the quality links

    The factor you have mentioned i.e.

    1. Google Page Rank
    2. Back links
    3. When crawl the particular page
    4. Content Copying

    All are important factor tom identity the quality links.
    PR should be higher
    Back Links should be high
    Outgoing links should be less
    IP's should be different
    NO follow links should be there.

    Do take care of these all.

    I measure the quality of back links using a lot of metrics... But the most important three attributes of a quality link IMO are:

    1) The link text contains the keyword phrase you want to rank for,
    2) The page where the link is located is relevant to the keyword phrase you want to rank for (hopefully has that keyword phrase in its <title>, <h1>, <h2>s, and or content... and backlinks to the page where the link is located is from other URLs relevant to the keyword phrase and contain the keyword phrase or variations in their link text), and
    3) The PR of the page where the link is located.

    I have listed them in what I believe to be order of importance. IMO #3 is most effective when combined w/ #1 and #2. Of course, there are many other factors you should consider like the page linking to you should be indexed (this is a given), contain unique content, the link should be contextual, etc. for the link to be ideal.
