Wait until your forum actually needs a moderator then promote one of your most active members. They will be more trustworthy than asking a random guy to do it.
I agree with this, more so because that is what i did and it worked wonders. The thing is, the most active member is more often than not among the ones who has the most knowledge on the topic to which your forum pertains. That seems to work out really well then... Hope this helps
if you will hire a moderator in your new forum, they should online everyday, they should be responsible in protecting it. and help the members with their problems
Even i have some communities with forums ! I use to make the active people as Moderators whom i can believe. Those who talk good and friendly .I hope you get some good mods. Good Luck !! - Digital -

Be careful about making the most active person a moderator. This is not always a good choice, as some people develop a vested interest in your forum's social order and will actively strangle your growth keeping it that way.
This is more then true, and for more reasons than given. Loyalty does NOT equal post count! One of my best mods has been around my forums for years and only has 150 posts or so. I promoted them when they only had like 80 something posts. The member showed up nearly every day, and reported several posts when they came across them... they just didn't have a lot to say. One of my top posters (post count wise) would be pretty worthless as a mod IMHO, they too show up daily, but have yet to report a single post *shrug*
Well, at the same time, don't discount such people just because they do not currently participate in the social or reporting process - it is important for your moderation staff to be respected and on a forum with millions of posts, a moderator with a 2-3 digit postcount looks out of place with no explanation. One of my best moderators began mostly because she was, in general, fairly cordial.
I would usually just promote a normal user to moderator, instead of actually hiring one... since then it would prove that the moderator would be interested in the forum and would be active
