How to have online computer, mobile or card selling websites? And having a store is necessary or it can be just webbased store?

You can just do an online store. Look into oscommerce as your ecommerce engine to set up the website.

I know for online shopping store i need oscommerce or ecom site, aNd how to setup but the question is having a local store is necessary or i can have those items in my house.

For example i have perfume selling shop or a handbad shop (my fav subject) and the things which i mention at my website are available in my store/home. And when customer will make an order i will ship through courier services and customer will pay me via choosen payment modes by me.

Am i missing anything or i can get started?

Sounds like you have a pretty good plan and structure so the next step is to implement the website, start advertising and make some sales.
There's absolutely no problem with not having a physical store. You can store the items at your home and courier your items.
But make sure that your tentative delivery dates are reasonable and realistic.

    Yes you can.
But why don't you just use an ebay account to sell the item?
Its more easy then having your own site

"reseller plan". I am planning to have a mobile card selling or a pc shop.

You need to source a wholesaler or dropshipper. There's no way you will make a profit purchasing at the retail price. The best wholesale directory on the market is Worldwide Brands. Google them for an international review and check it out. They have the most comprehensive list of wholesalers and dropshippers but their price is a bit hefty.
The next best wholesale directory and with a good price is SaleHoo. You can buy lifetime membership for less that $70. And their directory is for several hundreds of products if you ever want to change what you're selling

If you don't want to run the risk of buying stock and storing it in your own home, then I would advise looking for a dropshipper. Basically, if you don't know, they are essentially your stockist. You get an order and can put your own price, and then when you get an order you pass it on to the dropshipper with the buyer's information. They will then send the product to the buyer under your name, and you pay the wholesale price to the dropshippers.

Brick 'n Mortar is not necessary to have an online shop.

Well if this is a job on the side for you, you might as well go for Ebay. nothing beats free service.
