How to give Page Names using keywords?

    Hello everyone, I am doing an SEO of one of website where I need to give a page name using keywords.
    Given Page Name : viewCatOffer.php?catId=12
    I Required : restaurants_offers.php
    Also,
    Given Page Name : merchant_site-80.html
    I Required : vedoms.html

    These are the cases in almost all pages of the website.
    Please suggest me the correct way how to solve this problem in both PHP and HTML cases.

    Changing depends on the which platform are you using for design. It's a technical work, This is not right category for this question, you should choose the correct category and question should be clear.
