How to get visitors to this type of site

Hey Guys
I hope this is the correct section for it as the general marketing is full of spam

So guys i have started a video host and i wanted to know how to get visitors to my host,I know now days there are alot of money whores ie people who only upload for money and those hosts go up really fast who provide an affiliate section ,I dont that the main idea and according to me these type of hosts close really fast leaving the users angry at them as the users lost their files
I wanted to ask you how to get legit people to upload to that video hosting site and where to advertise it

U ask what is different ?
The answer is that on youtube people normal users cannot upload videos that are more than 15 minutes and there people cannot download videos directly from main site
What we provide is 320 minutes limit and people can download videos from our site and our site is designed to run on both mobile devices as well as pcs ie if a person views are site on an Android device or and IOS deivce then he can stream videos directly ie watch them on his phone as the videos that are on the mobile are played mp4 ie html5 supported and the videos that play on the pc are flv so the site outputs two formats of videos

I am asking a solution on just how am i going to hype the heck out of it

 

One easy way would be to make helpful posts in forums like this that allow signature links.
I just did a Google search for "video forum" and there's 6,390,000,000 results.

 

Youtube Mrktg is good as well try social media aggreagtes.
