traffic from old links are fine but you are not allowed to take paid traffic , link building for parked domains

excellent question! i would put some content first, have it indexed and create some traffic, backlinks, etc, then park it. I'm not an expert, but that's what I would do.
parking is better for domains that have natural or type-in traffic, and domains that already have traffic. In my experience parking domains that don't already have traffic is pretty pointless.

domain parking is ideal for domains with a natural good traffic. If you are willing to invest time to get traffic to a parked page, why you don't try to do it for a developed site? even if you build a mini site so you don't have to split any income with the parking solution provider and build a reputation. I have experimented with 9 different primary registrars over the past 10 years and based on that experience - I suggest the following: 1) Make renewal prices a major factor since what they offer with a coupon or upfront is largely irrelevant from a total cost factor. If they jack you come renewal (i.e. $4.99 in the door and $12 next year), then they are not really a good option. This is even more important if you have a large domain portfolio - how good is their renewal pricing for people with large portfolios - do they lower it? 2) Test them out before transferring a lot of domains over. Before deciding on my current registrar, I moved over some lower value domains and left them there for a while to test their interface and see how reliable/responsive they are. Sometimes if there is a really good coupon for a new registrar I will get a domain there just to see what they have to offer. 3) Make sure you can get a hold of them. I don't typically need any support from my registrar, but I want to know it is there if needed. If it takes longer than 24 hours to get a resolution to an issue, that can be a problem. 4) Bigger is not necessarily better, but too small can be bad too (i.e. they need to stay in business) - I think there is a just right size where you still get the small guy red carpet treatment. While most parking providers don't allow promotion, links, or paid traffic, some do allow you to promote the domain using non-fraud methocds just like you would for a site. Without promotion, you need a good name that either has links from past site hosting or that people type in the domain name. Without those you make little or nothing. Some parking providers also allow you to opimize the domain and even add content which can work well if the content is original. Last year I started adding some articles from article sites on my domains and what traffic I had went down really bad.

I'm sorry, but there is no simple answer. Some domain parking companies DO allow you to get links and increase traffic by using non-fraud methods. But most do NOT allow this so you need to check with your parking provider. You need to be sure or they will close your account if you violate their rules. We won't park with most parking companies because of this unfair rule.
