Do you mean the glow around the people?

 

i mean the over all vintage feel , looks a bit over exposed/blown out i just can't seem to duplicate it

Assuming your familar with Photoshop....

Try:

Brightness / Contrast = Contrast +25

Then Adjustments Curves, something similar to this.


Filter Distort, Lens correction, Vignette +50 - 50

Brightness / Contrast = Contrast +15

Image adjustments, photo filter, Sepia 50%
