My site is PR0 and I m not very experienced webmaster. I know no one will exchange links with PR0 site. I want to know how to get my site upto pr3 without link exchange.
to start off, try some directory submissions... or you can buy some text links, plenty of people sell them cheap, a few bucks a month can get you started... if you don't want to pay, try finding other PR0 sites that you might want to exchange with... Finally, do more of what you've already started, include the link in your signature here and keep on making meaningful posts...

Focus more on link building. Submit your site to quality directories or write unique article for promotion.
All of these are good ideas.. but not sure if you interlink your own sites is good. I heard google can check this.
Promote the site in your DP sig. Leave it on blogs and other forums, do directory and article submissions for it. You should see PR in the next update.

Directory submissions, Article submissions, Social Bookmarkings and Forum posting this all are free ways to get started and get backlinks for your site.
Getting PR3 is easy, even without paying a cent. I recommend you follow all the suggestions by these nice fellows here
Get some inbound links from directories. There are thousands of them and lots have good PR. Try Directory Critic for a good list of directories.
Pay for directory submissions or do your own submissions. Exchange links (people will exchange with a PR 0 site - not all, but some will). Write your own articles or pay someone to then submit your articles or pay someone to. All of these suggestions (like most) will either require time or money and it boils down to which one you have in the greatest resource.
Go to links.binarspace.com and make an account. Is free and you have list of directories you can submit, a list of article directories, a list of pressreleases and a list of social bookmarking site.Also you can manage the subscription and not get lost when you dealinh with 2000+ sites.If do all the submissions from those list you should get a 3-4 pr in the next months.
