    First of getting higher google PR is not cake walk. You need do SEO.

    You need to follow below. It is very basic

    Good Title Tags
    H1 and H2 tags
    Internal site linking.
    Xml Sitemap

    And finally the BACKLINKs..

    Thats it.

    I suggest try to get quality backlinks for relevent categories of website.

    also used unique content and meta tags for each and every pages of website.

    Getting High rank in google is not that easy.

    Just do not do only Link building. You need to follow SEO standards like...

    Choosing the Right And Proper Keyword is the first and very very important factor and then
    Good Meta tag,
    H1, H2 tags,
    Alt attributes,
    Content Optimization,
    Internal Link structure and after this you need to concentrate on building some very good and useful back links which spread good information so that visitors can have what they want.

    This things you need to do for some regular period of time and then you will have good rank in google.

    OK, after reading all of the comments, I have to say this: It is NOT necessary to get a bunch of back links to your site to get a HIGH PageRank. You MUST have a great website. I did a study on back links and Page Rank comparisons and what I have uncovered is that the correlation between getting back links and high PR is not as prevalent as people would think. You need to GREAT content and LOTS of it. That's it.
