Well there's always buy text links from establish websites or manally submit your site to directories
make sure that the page where your link lands has a good PR ... not every dir have internal pages with PR . Go for only good ones in that case * mostly will be paid * . Good Luck .
I dont think submitting to directories will help a lot. To achieve PR 7 for your site, you need to be an authority in your field to be able to achive such a high Pagerank. When you are an established site, people will link automatically to your site, which will reduce the work you will have to do to get links by more than half. Remember, if you dont want to spend money in getting a PR 7 for your site, you'll have to collect lots and lots of links and it wont happen instantly. It can take you more than a year atleast to achive your goal.
Link bait. Buying your way to PR7 is vey expensive as you need to keep paying the monthly fee for the links.
Rather look for a different PR9 page since google has applied "noindex†meta-tag to that page Develop something new and interesting that way you should get enough natural links to reach your PR7
As others have said just focus on getting links from high PR pages. Unless you're selling links though a high PR on it's own won't help your rankings.

Can one get a PR7 without having links from websites with PR7 or above but, having tens of thousands quality (relevant) links from say PR5 and 6 pages? -Bender
