    Pagerank is base on backlinks. So build quality backlinks and I'm sure you can get PR3 pretty easily after this.

    Yup, back links do the trick. So do such things as adding your site link to your signature in any forum you're participating in; submitting your site to digg, reddit et al.; link exchanges; and getting reviewed by an important site (with high PR).

    A good simple way is check out multiple article sites that have some page rank and write an article and then post on some reputable blogs. This is an old school simple method but it does work and then just be patient and keep on writng and eventually you will move up
