Use a VCC to verify it

there are some technical problems with the VCC though -

    1. Once you exceed the $XX limit or your VCC expire, you can't get it re-verified through a VCC.

    2. Sometimes VCC might just serve you a ban on paypal.

    yet, you've no other option.

    VCC is your friend!

Is your country supported by PayPal? Every bank issue CCs. Is it the age problem or what?

Yep! VCC = Virtual Credit Cards and they are not free. Also, I don't recommend using them.

    Hello The Ussef,
You should have a credit card or debit card to veryfy your paypal account. Without verification, your account is active. You can transact funds. But there would be certain limit.

Why do you say that your country, Morocco, does not offer Mastercard or Visa card while stores catering to tourists do accept them ?

A simple check on the web brought me to Attijariwafa Bank which offers Visa, Mastercard and Diners card in the personal credit card category. Just opt for the International Credit cards and you should be able to use it. I am sure that other major banks would offer them to especially the international banks.
