I ran across a note on another tool website that said Google was no longer issuing API Keys for their search tool integration as of Dec of '05 or something like that... however when you go to the link provided on in the "Google API Key" section of the sign up form, you get a link to tons of developer info that indicates they are still encouraging and supporting various SOAP/XML API work - but the information there is so fragmented and technical, it's practically useless.

That actually makes the idea of "mining for API keys" a little more appealing to those of us who didn't get one before this year... (that's a joke, by the way)

Meanwhile, it's looking to me like I will finally be forced to pay a ridiculous price to buy a product that integrates search engine historical and analysis I need because one by one, all of the online tools are either disappearing or becoming useless to anyone who wasn't snapping up API keys when that "wheel" was invented.

Yup, Google stopped giving those keys a few months back.
They now provide Ajax tool to put on your site, but that isn't good enough.
You can use a free tool to analyse your positions and much more: www(dot)sheerseo(dot)com

Try out www.rank-monitor.com where it even have graphical representation of your SERP for the last 30 days. It makes SERP tracking very clear.
