    How old is your site? Probably you are getting just the repeated visitors to your site. Try to add more users. Number of clicks won't be a problem if you have your ecpm high

    Look at the way you're marketing your website. Try redesigning your website and put the advertisements in a different position. That way, people who keep coming back always have some different theme for your website. Also, it might help your clicks/impressions as well.

    Ads placements is one of vital elements for CTR. If you find that the current ads placement does not work. Make some change the placement and test for some time until you find out which placement works best for you. It will make huge difference on CTR once you find your solution.
