You could go into groups and ask them for likes, if you have a lot of friends you can ask them. If you have the money you could pay a guy on fiverr to deliver you some thousand likes (this will boost your page a lot).
If you have the resources why not run a competition. We do it regularly, we've given away iPad's but used far cheaper methods also. We have almost 700 likes on our page.
