It's a really, really bad idea. Google will know if you've paid for them as they're most likely to be fake and "+1'd" many other sites too. You're risking your rankings in my opinions.
Google will let you plus a certain amount of people per day. It's tedious but totally valid and it works. You are hoping they plus you back. I would only target people in your niche.

havent used these specific services but a couple of others. Didnt get any +1 or Fb likes although I did my share. How was your experience with these two?

I completely avoid any buying of fans or friends. Its easily detectable and with nowadays screening of profiles by Google and FB, its impossible to keep a fake one that's worth something. The amount of activity required in G+ can only be done by a real human. Exchange is a far better solution. Just takes a while.

Mike, getting something back is a question of liquidity, i.e. availability of people who are ready to like you back. It's very fluctuating in many exchange sites, and from my experience it's better in directlikes.com - I was able to get ~20 likes back in two days. Also, here the liking process is much more easy - you need to press only one button to like or +1 somebody.
