How to get more backlinks from Google?

I am a site owner of a website and managed to increase the site's popularity. It is not a easy job, but requires some efforts.
The websites have a rank on every search engine,one of most important is that one gave by google. This page rank is strongly related to popularity, number of visitors, the backlinks that sites have, the quality of content and structure.
The backlinks are links to your sites from other sites; these sites are usually directories, or link partners. To assure your websites to have more backlinks on google,you should follow some steps and after a while you will see that your link popularity will grow up.
First of all, you should exactly know what is your websites about, determine the principal keywords, use them on page's title and description.
The second step is to initiate a link exchange program with relevant sites.
Another stage is to leave comments on blogs, or forums with a signature to your sites. Be careful if you have too much links on blogs or forums you may be banned, and your sites will get into a downward turn.
I hope the simple rules guide you and let your sites on first pages on search engines.
Every one has their own way to get back links.

I did not realize link excange with same niche blog can help increase site's popularity.One of my blog went downward after getting backlinks more from blogs/forums.

I am promoting a site.And I am making 250 back links(Using signatures only) from different forums.I am targeting different keywords in forums.Is this amount of back links hurts my website.
