Go with Social Media promotion on TECH related sites (Facebook groups, Twitter marketing with great hashtags)... But do NOT spam... Also, a quick article and forum marketing would be really useful! :)

The best way I've seen forums grow is by paying like $0.05/post until they hit like 1k posts in the forum or until forum posts start getting indexed.

You can also get put your forum link in your signature at other related forums (if the rules allow you too, some won't).

In my opinion, technology is niche with high competition, and it's very hard to gain success in it. I checked some articles and you definitely must hire someone for proof-reading.
Also, open twitter account and be very active, follow some tech related twitter groups and you will attract more people. Daily tweets with bombastic call-to-action is a must.

Posting in relevant forums with signature link, will help you get members in your forum..

Creating content within your forum on regular basis will also help a lot.

I would also look at a custom theme for your VB site, make it inviting and centered on your Tech Theme.

You can buy SEO optimization, FB shares, FB likes, tweets... This all can be good for your forum - you can get new members. It will be good if you do any posts on forums or buy blog article. But you must know: You have much competitors.

First thing, invest in a decent logo and possibly even a new style for your vBulletin installation.

Second thing, decide on a more specific topic for your site/ forum. This topic should also be something you are very, very knowledgeable and good at yourself or you have team members, who are very knowledgeable and good at it. (in other words, your forum is currently too general IMHO.)

Third thing, start posting threads or blogs sharing some tidbits of specific information on your specific topic, which will help users and get them interested in "talking" to you about them.

Fourth thing, start spreading the word over social networks about the helpful content you are offering.

Yes, logo is crap. You should order logo design and new template (unique if you want).

Indeed, theme is the first things to do for a site
Because first impression remains the last impression in most cases :)

your forum need some adjustments regarding theme.
your forum is totally free from content. you have to create content to get some visitors to your forum.
also you need to promote your forum at related forums and at other places like social media etc.
