How to get listing in Country Results

We are working on a .com domain. The business is based in Singapore, but itstead of taking a .com.sg domain, they took a .com domain a few years back.

Now for the chosen keywords, the .com site gets a decent listing in the top 1-2 pages. But when we click "Pages from Singapore" in the Google Search Radio buttons, we don't get listed at all.

Is this because of the domain being a .com, and not a .com.sg?
How does Google decide that the site/pages are from Singapore, or from USA? Is it based on IP, or do we have an intelligent way of telling Google to show us on both the world, and Singapore listings.

I am currently optimizing 2 .com sites, which are based in Singapore. one is hosted on a shared hosting server in the USA, the other is based here in Singapore at the client site. So how can I have these sites ranked on local "pages from Singapore" results as well as "search the web" pages.

    Any help is appreciated.

    Thanks,
    Vins

had same problem recently with germany - 3 different options there, we solved by using local hosting and domain. took only a few weeks to filter through and start appearing in local google index results.

There is two main things that can help improving your ranking in locals version of Google :

    Host location and TLD.
If you don't have a specific country TLD, get an hosting in Singapore

Thanks for the very useful suggestions.

The language of the sites is English.

Based on the suggestions, I will try to do the following
    1. Get a .COM.SG domain.
    2. Have it hosted on a Server based in Singapore.
    3. Get inbound links from local .com.sg sites
    4. Do a 301 redirect from the .com.sg domain to the .com domain

    Now, further questions are
    1. When doing local link building - should it be for the .com.sg domain or the .com domain?
    2. Will google penalize for having a 301 redirect to the .com page?
    3. With a new .com.sg domain, will the PR of my .com domain suffer?

Any other suggestions to improve the ranking in local results, please shoot...

    best regards,
    vins
